Little Bo Peep Costume

My daughter is going to be a sheep for Halloween this year and I'm going to wash, but I was wondering if anyone had any ideas on how to make a bo costume little peep for me? All costumes adult I found inappropriate.

I suggest getting a nice dress somewhere with these kinds of puffed sleeves .. and then you can attach ribbons (the kind of thick) around your waist. Then you can get a hat and a staff! People will get it .. especially when you're with your daughter! Its very cute idea! :)
