We have a very energetic child (19 months) who really had it with toys for babies. We tend to follow the guidelines of age for most, but for example my husband bought her a toddler tool bench is technically for ages 3 +, but there is no son's favorite toy! We removed all the small parts. Now my husband about buying our son of one of these battery-powered vehicles for his second birthday and they also say "3 years and over"

My son had a tour aboard the train at 9 months and got a tour around the battery powered Mini Cooper for Christmas last year. The train was 18 months or more and the car 4 years and older. He did both for (supervised of course) and still does. Last year, he got a race car and go flip is labeled 4 years and over and he understood and enjoyed with him the pleasure. This is one of his favorite toys to play with.

His birthday is in March this year so it will be as close to 3 for Christmas we are going to buy 3 and up toys. On his birthday, he will even though it will be 3. It really depends on the toy.
